The Ontario Energy Board (OEB) – an independent government agency regulating the province’s electricity and natural gas sectors – sets the rates that utilities charge. The OEB sets the rates once a year, on November 1.

With TOU prices, the price depends on when you use electricity. There are three TOU price periods:
TOU pricing can help you manage your electricity costs by shifting your usage to lower price periods when possible.
With Tiered prices, you can use a certain amount of electricity each month at a lower price. Once that limit, called a threshold, is exceeded, a higher price applies. The threshold changes with the season to reflect changing usage patterns – for example, there are fewer hours of daylight in the winter and some customers use electric heating.
In the winter period (November 1 – April 30), the Tier threshold for residential customers is 1,000 kWh, so that households can use more power at the lower price. In the summer period (May 1 – October 31), the Tier threshold for residential customers is 600 kWh. The Tier threshold for small business customers is 750 kWh all year round.
Tiered prices give you the flexibility to use electricity at any time of day at the same price, although that price will change if you exceed the threshold during the month.

Electricity used on weekends and holidays is charged at the off-peak price during both the winter and summer periods. If a holiday falls on a weekend, the next weekday (that is not also a holiday) will have off-peak prices in effect all day.

There are a number of special programs available in Ontario to help low-income energy consumers. You need to meet certain criteria to qualify for these programs.
Ontario Electricity Support Program (OESP)
This program provides low-income consumers with a monthly on-bill credit to reduce their electricity bill. To apply, visit the OESP website.
Low-income Energy Assistance Program (LEAP)
This program provides a one-time grant towards your electricity or natural gas bill if you are behind on your payments and may face having your service shut off. It is for emergency situations only.
Special rules for low-income consumers
The Ontario Energy Board has special rules in place that electricity utilities like Elexicon Energy must follow for low-income consumers; for example, waiving security deposits, allowing longer payment times and allowing payment times under arrears payment plans.
